ARCHIVED - Catalonia approves Covid passports for bars, restaurants and gyms
The final decision to implement the restriction lies with the courts in Catalonia, Spain

The regional government of Catalonia has approved expanding the use of Covid-19 certs given the recent upsurge of infections and hospitalisations in the community. Up until now, the infamous ‘Covid passport’ was only required by people wanting to go to nightclubs, but the latest decision, approved on Tuesday November 23, means that anyone entering bars, restaurants, gyms and nursing homes will have to prove that they are double jabbed, have already recovered from Covid or have had a negative test.
The measure is scheduled to enter into force on Friday and will last 15 days, but before it can be applied, the Superior Court of Justice of Catalonia (TSJC) must approve it.
If the rule is approved, Catalonia will become the region with the most widespread use of the passport, although it is understood that the cert will only be required to access the interior of bars and restaurants and not outdoor terraces.
The objective of the government is to ultimately “reduce the risks of contagion” and “avoid overloading the health system” without having to adopt new restrictions on capacity and opening hours, while at the same time encouraging those who have yet to be vaccinated to do so.
The news has been met with mixed emotions, with the ACRA nursing home employer applauding the government for prioritising the safety of its residents. On the other hand, the Barcelona Restaurant Association has argued that, if the measure is really aimed at encouraging vaccination, it should be extended to other sectors such as shopping sectors and cultural venues.
Catalonia currently has one of the highest cumulative incidence rates in Spain, at 186 cases per 100,000 inhabitants.
