Russian hackers among possible suspects in Beniel Town Hall cyberattack

It's not every day that a small town in the Region of Murcia finds itself linked to possible Russian hackers. But that is one of the lines of inquiry now being considered, according to reports, following a cyber incident at the Beniel Town Hall.

The incident was detected on January 15, and it led to the shutdown of internal computer systems as a precautionary measure. Town hall staff were forced to work offline while security protocols were activated and the situation was reported to regional and national cybersecurity authorities.

The cyber incident forced Beniel Town Hall to shut down its internal computer systems, meaning staff had to switch to manual processes to keep services running. Tasks that normally relied on digital files, such as managing municipal records or processing administrative requests, were slowed or temporarily disrupted. Teams are now working to restore systems safely, while making sure no sensitive data has been compromised.

Officials also warned that the incident could potentially affect personal data, such as names, ID numbers, addresses, phone numbers, email addresses, banking information or other personal and economic details. Residents are being urged to exercise caution with suspicious emails, calls, or requests for information. The town hall has provided guidance on contacting the Instituto Nacional de Ciberseguridad (INCIBE), Guardia Civil or Policía Nacional if they suspect fraud or misuse.

As for why Beniel might have been targeted, smaller municipalities are often seen as easier prey. Limited IT resources can make it harder to defend against intrusions, and even a temporary disruption can have high visibility, affecting residents and generating headlines, a prime goal for both criminals and politically motivated groups.

While no official attribution has been made, some reports have suggested that foreign-based hackers, including groups linked to Russia, could be among the possible suspects. In recent years, pro-Russian hacktivist groups have claimed responsibility for attacks on public institutions in Europe, usually aiming to cause disruption rather than steal data.

That said, experts stress there are other plausible explanations. Criminal gangs may target local administrations with ransomware or attempts to steal financial data. Investigators are keeping all possibilities open as they analyse the technical details of the incident.

As of yesterday, Beniel Town Hall has introduced temporary measures so residents can still access services while systems are restored. Administrative deadlines have been extended, giving everyone extra time to complete paperwork affected by the cyber incident.

The town hall is also allowing paper-based processing for municipal documents so essential services can continue without digital systems. Officials say they will keep residents updated through their usual channels as work continues to bring everything back online.
