All electric scooters in Spain will need a circulation cert from 2024
The law will come into force throughout Spain on January 22 next year
Although most people still aren’t aware of it, the General Directorate of Traffic (DGT) passed a law last year requiring that all newly-manufactured personal mobility vehicles (VMPs for their initials in Spanish), including electric scooters, be sold with a technical sheet detailing the specifications of the model.
Traffic authorities allowed a generous transition period for the industry to come up to speed but from January 22 of 2023, the regulation will come firmly into force.
From then, all such vehicles must be manufactured by approved brands and be of specific models, which will be listed on the DGT’s official website.
A number of new safety rules will also be introduced on the same date, such as the requirement for two separate brakes and lights. In addition, the maximum permitted speed will be set between six and 25 kilometres per hour, depending on the type of VMP and self-balancing vehicles will be allowed a maximum output of 2,500W. All others will have to come under 1,000W and not weigh more than 50 kilos.
When you buy a new scooter, the manufacturer should include the technical certificate with your purchase, with an assurance that it meets all these specifications. If you already have a scooter but don’t have the certificate, you can get in touch with the sales outlet who sold it to you or the manufacturer themselves and, by supplying the scooter’s vehicle identification number, they will give you the certificate.
Electric scooter use has exploded in popularity in Spain and the traffic authorities are continuously trying to make this popular mode of transport safer for the riders and other road users. For this reason, from January 2027 any VMPs purchased before 2022 will no longer be allowed on the roads since they will have been sold without circulation permits.
Today, more than 1 million VMPs zip around Spain each and every day. According to the DGT, in 2020, 8 scooter users died in accidents while 97 were hospitalised and a further 1,097 were injured.
