Cartagena's street shading project is expanding after its first success
Phase two of the Teselas 'Shadow Plan' project could be complete by Easter as early temperature results impress the experts

Anyone who has ambled along Cartagena's Calle del Carmen recently will have noticed something rather welcome overhead. The first phase of the Teselas project, nicknamed the ‘Shadow Plan’, which involved installing a series of lightweight textile shade structures along around 300 metres of one of the city centre's busiest streets, has already been declared a success by the council, and plans for a second phase are already well under way.
Experts from the Polytechnic University of Cartagena (UPCT) have been measuring temperatures using thermal imaging cameras since the structures went up, and the early results are encouraging.
According to UPCT professor Jesús Ochoa, who is leading the technical side of the project, the shaded areas are already running 5.5 degrees cooler than the unshaded sections nearby.
"When something is placed between the sun and the ground, temperatures tend to decrease," he explained, "but if we had also been able to include vegetation, instead of 5.5 degrees, it would be 8."
That's exactly what the team is hoping to address in phase two. The new section will extend the shading from the Icue to Plaza de San Sebastián, where the Capitanía General Palace is located, and there are plans to incorporate natural and plant elements into the design this time around.
Mr Ochoa is keen to make the case for greenery, pointing out that "the shade offered by plants is cooler than that of textiles" and would deliver a temperature reduction of at least an additional three degrees compared to textile alone.
The UPCT team has been given five months to complete the technical drafting, which Ochoa expects to be ready after summer. If the tender and contract process moves smoothly, he's hopeful that construction could be finished by Easter, just ahead of the most intense heat of the year.
"We learn from our mistakes," he said, referring to the delays encountered during the first phase, and expressed confidence that the process will be more straightforward second time around given the experience already gained.
As with the first phase, all installation work is expected to take place at night to avoid disruption to the businesses, bars and restaurants along the route. The process involves deploying cables across the roadway to hoist and tension the structures, work that would be unsafe and impractical to carry out during the day.
The Cartagena council awarded the preliminary design contract for the second phase to UPCT for €8,968.
