ARCHIVED - Entry tolls and pricier parking in cities in Spain
The Ministry hopes the measures will discourage motorists from driving to cities in Spain

In a bid to reduce the amount of urban traffic in Spain, the Ministry for Ecological Transition has already implemented low-emission zones (LEZ) in larger cities and those with the highest risk of pollution. Now, the department is keen to take things a step further by asking the municipalities which have to implement the LEZs before the end of 2022 to establish access tolls for large cities and to increase the price of urban car parking.
Minister Teresa Ribera hopes these measures will dissuade people from travelling to cities by car and encourage the use of public transport.
The Ministry has suggested a number of ways to implement low-emission zones, such as imposing “a high annual rate or tax” for parking on the street, with drivers of more sustainable vehicles having to pay less. In addition, the authorities have recommended that the cost per hour for parking in regulated areas should be higher than the cost of a single ticket on the public transport network “to promote collective mobility”.
Ms Ribera has also asked that maximum parking times in these areas be limited to two hours so that commuters don’t use all-day public spaces when going to work or university.
Overall, ministers have made a commitment to reducing the number of parking spaces available in urban centres to discourage motorists from driving to cities. According to the official proposal, a low-emission zone must result "in a reduction in the volume of vehicles that can access said zone, so its parking needs must be graduated accordingly."
