Málaga launches tender for over 1,200 affordable mini-apartments aimed at young and senior residents
New micro-apartments to rent for €450-600 a month with subsidies and community spaces across 14 city plots
Málaga is inviting private companies to bid on 14 city plots where at least 1,256 micro-apartments will be built, with potential for up to 1,414 units, aimed mainly at young people and seniors. The apartments will cost a maximum of €450 per month for one-bedroom units and €600 for two-bedroom, with developers able to offer even lower prices. The deadline for bids is 2 January 2026.These affordable homes will come in two sizes: smaller units of 45 square metres and larger ones of 60, all subsidised by the City Council through the Municipal Housing Institute (IMV), which will provide €18,000 per completed unit. The city plans to allocate around €31 million to back this initiative.
The rental contracts will be rotational, lasting a maximum of seven years unless rented by those over 65, who may stay indefinitely. At least 60% of the apartments will go to renters under 35 years old, and 55% of the units will be the smaller size. Bidders can apply for several lots but may only win two.
Shared common areas will make up at least 15% of each building’s usable space, fostering community spirit. Commercial spaces will be limited to 10% of the area unless special approval is granted.
The plots are grouped into three main lots spread across districts like Palma-Palmilla, Campanillas, Churriana, Teatinos, and Puerto de la Torre, with precise locations and the number of homes detailed in official tender documents.
Bids will be assessed on technical and financial criteria, awarding up to 40 points for design efficiency and operational plans, and 60 points for offering the lowest rental price, capped at around €10 per square metre per month.
Interested developers will have 30 calendar days post-publication to submit proposals. After awarding the contracts, they have two months to submit building plans, roughly 30 months to build, and three months for handing over the completed apartments, so homes won’t be ready before 2029.
This ambitious project hopes to provide Málaga’s young and older generations with more accessible housing options while encouraging community living in shared spaces.
If the bid prices hit the cap, one-bedroom apartments could rent at approximately €450 a month, with two-bedroom units around €600, although developers might offer even better deals.
A city official summed it up well: “This tender represents a major step towards tackling housing challenges for our younger and senior residents, with affordable rents and well-designed community spaces.”
