ARCHIVED - Cartagena unveils new animal protection law
The new rules will allow all pets to travel on public transport in the Murcia city
A new local animal welfare law was passed in Cartagena on Monday May 23 which alters eight existing pieces of legislation while introducing three new ones.
The law aims to offer greater protection against abuse, malnutrition and animal abandonment, particularly for guard and working dogs on farms and other facilities, and demands that owners keep their animals in good health, while banning any kind of mutilation.

One of the main novelties is that animals will be allowed on public transport with their owners once they comply with minimum health and safety measures, a surprise move since the Municipal Ordinance for the Protection and Keeping of Pets In Cartagena was only amended in March to ban larger dogs from municipal buses, with the exception of “guide dogs, assistance and security dogs.”
Health Councillor Manuel Padín has welcomed the decree which requires owners to subject their pets to necessary veterinary treatments while the City Council has also committed to creating more dog-friendly parks and recreation areas in Cartagena. On the other hand, measures will be stepped up to ensure that dogs don’t enter prohibited public gardens.
The mayor of Cartagena confirmed that a new contract has been signed with Gaia, which manages the Centre for the Reception and Treatment of Domestic Animals (Catad), to pick up stray or abandoned animals on public roads, as well as pets that have been injured or killed.
Finally, the law will up the fines charged for dog owners who do not pick up their animal’s poop or wash away urine on public streets.
The most serious fines, for repeated non-compliance, amount to 1,500 euros.
