Number of pets in the home limited by new Animal Welfare Law in Spain
The Animal Welfare Law comes into effect in Spain on September 29
Most pet owners in Spain will be keenly aware that the revolutionary new Animal Welfare Law will come into effect on September 29 and for many, radically change the way in which we look after and care for domestic animals.
Owners will have to comply with a series of new rules, including purchasing civil liability insurance for dogs, ensuring that pets are sterilised, vaccinated and microchipped and registering their animals on a central database.
But one of the lesser-known pieces of legislation refers to the number of domestic pets allowed in each household. To guarantee that animals have the proper care they need and enough space to thrive, from the end of this month, homes will be permitted to keep a maximum of five pets.

Of course, the Spanish government understands that many people may already own more than five animals, or might wish to have additional animals in the future, in which case owners will need to apply for a special permit from their town hall.
Once the new law comes into force, owners wishing to exceed the five-pet limit will have to register each of their animals with the town hall. Then, a report will be required from a veterinarian verifying the well-being of each of the pets in a large group of animals.
It’s important to note that the authorities can refuse to grant the permit both for personal reasons or if there is an unfavourable report from the vet, in which case the owner will be forced to surrender the pets to a licenced animal centre.
If this step is skipped, the owner could be fined up to 200,000 euros if the infraction is considered to be very serious.
