A 176-page multi-faceted technical report shines light on omissions and shortcomings
A 176-page multi-faceted technical report shines light on the omissions and shortcomings contained in the plans submitted to construct biogas plant approximately 1 kilometre from Camposol urbanisation.
The Camposol Legal Platform Against Biogas, promoted by the GREEN CAMPOSOL Association has received the technical report it commissioned into the plans submitted to the regional government for the proposed biogas plant situated 1.10 kilometres from the Camposol urbanisation (image shows a computer generated view from the report showing the proposed new horizon as seen from Sector A of the urbanisation).
The report carried out by specialist company Método Ambiental Consultants SL reviews the plans to build an industrial facility for the production of biomethane and biofertilizer through the treatment of organic waste, with a proposed capacity of 196,800 tons per year of substrates from the agricultural and livestock sector (slurry, manure) and animal by-products not intended for human consumption, within a short distance from the Camposol housing development.
The report raises serious concerns about the legality and viability of the proposed plant covering 9 primary problem headings:

â— Possible regulatory non-compliance with the Biogas Plant Project
In the first subject, “Hydrology and Hydraulics”, the effects of rainfall and the natural water courses are covered, the reports firstly points out that “It is particularly critical that, given the scale of this industrial facility, the developer has omitted the hydraulic modelling phase” the report continues that the plant would be located on land identified by the report as being subject to rainfall causing “direct runoff or flash floods” particular as this part of Spain is prone to heavy rain events known as “Gotas frías” or DANAs, which as the report notes could cause structural collapses, water ingress and electro-mechanical breakdowns.
The second subject, “Absence of an Odour Dispersion Study”, points out that the developer’s project states it does “not foresee any nuisances” but highlights the fact the developer has not carried out an important “Odour Dispersion Study”, accusing the developer of “circular reasoning” because “it has not carried out the dispersion study that would allow it to determine whether or not there will be any”.
In the third subject, “Pollutant Dispersion Study”, the report laments the “lack of a study on the dispersion of primary and secondary atmospheric pollutants”, specifying that the treatments carried out “entail the unavoidable emission of nitrogen oxides (NOx), carbon monoxide (CO), and, depending on the effectiveness of the prior desulfurization, sulphur dioxide (SO2)” as well as “hydrogen sulphide (H2S) gas, ammonia (NH3), a potent respiratory irritant and precursor of secondary particulate matter, and volatile organic compounds (VOCs)”.
There are similar serious anomalies in all the other areas covered, and it is expected that this report will be submitted to the Regional Government, Regional Assembly and Mazarrón Council.
