ARCHIVED - Full list of 150 Spanish cities where older cars will be restricted
These are all the municipalities in Spain that will implement Low Emission Zones

If you are one of the 4 million motorists in Spain that owns an older car, you will soon have to plan your routes a lot more carefully as throughout 2023, some 150 localities across the country will be forced to implement Low Emission Zones (ZBEs).

This means that if your car doesn’t qualify for one of the DGT’s four environmental stickers, which are rated according to the age and polluting capacity of the vehicle, you won’t be allowed to drive on certain streets in 150 Spanish cities, or face a hefty fine if you do.
The 150 municipalities that must apply ZBE

1. Andalucia
Andalucia is one of the regions that will likely have the most restricted areas.
The cities that must apply ZBE are: Alcalá de Guadaira, Algeciras, Almería, Benalmádena, Cádiz, Chiclana de la Frontera, Córdoba, Dos Hermanas, El Ejido, El Puerto de Santa María, Estepona, Fuengirola, Granada, Huelva, Jaén, Jerez de la Frontera, La Línea de la Concepción, Linares, Málaga, Marbella, Mijas, Motril, San Fernando, Sanlúcar de Barrameda, Seville, Torremolinos, Utrera and Vélez.
2. Galicia
In Galicia, the affected cities are: A Coruña, Ferrol, Lugo, Ourense, Pontevedra, Santiago de Compostela and Vigo.
3. Castile-La Mancha
The cities that must implement low emission zones in Castilla-La Mancha are: Albacete, Ciudad Real, Cuenca, Guadalajara, Talavera de la Reina and Toledo.
4. Madrid
The city centre of the capital has already implemented low emission zones but several other localities will do so throughout the year: Alcalá de Henares, Alcobendas, Alcorcón, Aranjuez, Arganda del Rey, Boadilla del Monte, Collado Villalba, Colmenar Viejo, Coslada, Fuenlabrada, Getafe, Las Rozas de Madrid, Leganés, Majadahonda, Móstoles, Parla, Pinto , Pozuelo de Alarcón, Rivas Vaciamadrid, San Sebastián de los Reyes, Torrejón de Ardoz and Valdemoro.
5. Valencian Community
The municipalities of the Valencian Community in which ZBE will be applied are: Alcoi, Alicante, Benidorm, Castellón de la Plana, Elche, Gandía, Orihuela, Paterna, Sagunto, San Vicente del Raspeig, Torrent, Torrevieja, Valencia and Villarreal.
6. Canary Islands
In the Canary Islands, the towns affected by the measure are: Arona, Arrecife, Granadilla de Abona, Las Palmas de Gran Canaria, San Bartolomé de Tirajana, San Cristóbal de La Laguna, Santa Cruz de Tenerife, Santa Lucía de Tirajana and Telde.
7. Castilla y León
Cars without an environmental label will not have free access to the following municipalities in Castilla y León: Ávila, Burgos, León, Palencia, Ponferrada, Salamanca, Segovia, Valladolid and Zamora.
8. Asturias
The Asturian cities that will have to adapt to the new measure are: Avilés, Gijón, Oviedo and Siero.
9. Extremadura
With regard to the autonomous community of Extremadura, the affected localities are: Badajoz, Cáceres and Mérida.
10. Catalonia
Like Madrid, Barcelona has already introduced restrictions but during 2023 these will be expanded to: Badalona, ​​Castelldefels, Cerdanyola del Vallès, Cornellà de Llobregat, Girona, Granollers, L'Hospitalet de Llobregat, Lleida, Manresa, Mataró, Mollet del Vallès, Reus, Roquetas de Mar, Rubí, Sabadell, Sant Boi de Llobregat, Sant Cugat del Vallès, Santa Coloma de Gramenet, Tarragona, Terrassa, Viladecans and Vilanova i la Geltrú.
11. Basque Country
In the Basque Country, the municipalities that will have to apply the measure are: Baracaldo, Bilbao, Getxo, Irún, San Sebastián and Vitoria.
12. Balearic Islands
Calvià, Ibiza and Palma de Mallorca must establish restricted zones.
13. Region of Murcia
In the case of the Region of Murcia, the affected districts are: Cartagena, Lorca, Molina de Segura and Murcia.
14. Ceuta and Melilla
Both Ceuta and Melilla must apply Low Emission Zones in their cities.
15. Aragon
In Aragon, the municipalities in which only vehicles with an environmental badge will be able to access are Huesca and Zaragoza.
16. La Rioja
In La Rioja, Logroño is the only city affected by the new regulations.
17. Navarra
The only locality where ZBE will be applied is Pamplona.
18. Cantabria
Finally, in the community of Cantabria, the municipalities in which the circulation of vehicles will be restricted are Santander and Torrelavega.
